WHY IS WATER AN ISSUE IN THE PROPOSED PAX SILICA DATA CENTER PROJECT?
I must admit that I am torn between two lovers, so to speak.
On one hand, I have always been an advocate of technology. During my government career, I even supervised the construction of two data centers. They were admittedly much smaller than the proposed Pax Silica Hub in New Clark City, but they were large enough for me to appreciate both the opportunities and the challenges that data centers bring.
On the other hand, I am equally passionate about environmental protection. For me, economic progress should never come at the expense of our natural resources.
That is why I am prepared to support the proposed Pax Silica project—but only if its environmental concerns are honestly and transparently addressed.
According to BCDA President and CEO Joshua Bingcang, the project intends to rely exclusively on rainwater harvesting and water impounding systems rather than extracting groundwater or using municipal water. The proposed system is reportedly designed to collect up to 120 million liters of rainwater daily, exceeding the project's estimated operational requirement of 65 to 90 million liters per day.
On paper, that sounds reassuring. However, even a layman would naturally ask a simple question: What happens if there is not enough rain?
Climate change is already making rainfall patterns more unpredictable. Central Luzon experiences a long dry season, and El Niño events have become more frequent and severe. If the stored rainwater becomes insufficient, what will be the contingency plan? Will the operators eventually be forced to tap groundwater, municipal water systems, or even irrigation sources needed by farmers?
These are not unreasonable questions. They deserve clear and binding answers before construction begins.
Water supply is only one part of the equation. High-tech facilities also generate wastewater that must be treated properly before discharge. Surface runoff, possible contamination, solid waste management, and even noise pollution should likewise be addressed through a comprehensive Environmental Impact Assessment that is publicly available and independently reviewed.
Fortunately, modern technology also offers solutions. Advanced data centers can incorporate closed-loop water recycling systems and Zero Liquid Discharge (ZLD) technologies that recover and reuse most of their process water. If such systems are genuinely part of the project, they should not merely be mentioned in press releases—they should become legally enforceable commitments.
The Philippines should certainly welcome investments in artificial intelligence, semiconductors, and digital infrastructure. These industries can generate jobs, attract foreign investments, and position our country higher in the global technology value chain. But sustainability must be part of the business model from the very beginning.
History reminds us that some ambitious projects have become expensive white elephants because important questions were brushed aside during the planning stage. We should not repeat that mistake.
The issue before us is not whether we should embrace technology. We should. The real question is whether we can embrace technology while protecting our water resources, our farmers, and our environment.
If the answer is yes—and if the commitments are backed by transparent science, independent monitoring, and public accountability—then the Pax Silica project could become a model of sustainable development. If not, we may end up paying a far higher price than we ever imagined.
