LOCALLY MADE FARM TRACTOR COULD CHANGE THE FUTURE OF PHILIPPINE AGRICULTURE
For decades, we have been asking why Filipino farmers continue to depend on imported farm machinery that is expensive to buy, costly to repair, and difficult to maintain. Today, we finally have an encouraging answer, thanks to a remarkable story reported by Eloisa Victoria Laud.
The Department of Science and Technology (DOST), through its Grants-in-Aid Program, partnered with the Technological University of the Philippines Visayas (TUPV), RU Foundry, and the farming community in Bago City to develop a homegrown open-system two-wheel farm tractor that is affordable, repairable, and designed for Philippine conditions.
What makes this project truly historic is not just the tractor itself, but the four-way cooperation behind it. This is an outstanding example of what can happen when the national government (DOST), the local government and farming community, the private sector, and the academe work together toward one common goal.
The role of the private sector deserves special recognition. Under the leadership of Mr. Ramon Uy, Sr., RU Foundry transformed the engineering design into an actual working machine. DOST provided the research support, TUP Visayas supplied the engineering expertise, the local community became the testing ground, and RU Foundry manufactured the tractor. This is innovation at its best.
This four-way cooperation should become the national template for developing many other types of farm equipment. Imagine what we have lost through the years because government, universities, private manufacturers, and local communities did not consistently work together in this manner. How many opportunities to modernize Philippine agriculture have slipped away?
For a long time, imported farm tractors have simply been beyond the reach of many Filipino farmers. Repairs often require imported proprietary parts and can cost as much as ₱100,000, while farmers wait weeks or even months for replacement components. DOST has now helped solve that problem by designing an open-system tractor that can be repaired locally. TUP Visayas completed the engineering work, while RU Foundry manufactured the machine exactly as designed. The result is a practical, affordable, and locally sustainable farm tractor. Now, all we have to do is replicate it nationwide.
This is not just farm mechanization. It is real agricultural modernization. In fact, I would even call it a form of mini-industrialization at the farm level. Many economists believe that the Philippines missed much of the classic industrialization stage that transformed other Asian economies. Perhaps this is our opportunity to catch up—not by waiting for giant factories, but by building thousands of small manufacturing ecosystems that produce equipment where it is actually needed.
The good news is that DOST already has regional and provincial offices throughout the country. This makes nationwide replication entirely feasible. DOST should coordinate closely with the Commission on Higher Education (CHED) to identify the most capable State Universities and Colleges (SUCs) in every province to become local engineering partners, just as TUP Visayas did in Negros Occidental. Local manufacturers can then build the equipment, while farmers provide continuous field testing and feedback.
Mr. Ramon Uy, Sr. has even expressed his willingness to meet with any mayor in the country to discuss this project. Better yet, he is prepared to host visiting local officials in Bacolod City, providing free accommodations if they wish to see the project firsthand. They only need to shoulder their airfare.
That is exactly the kind of generosity and patriotism we need.
If we can replicate this successful partnership across the country, we will not simply produce more tractors. We will build stronger local industries, empower our universities, strengthen our local governments, and give our farmers the modern tools they deserve. That may well become one of the most important harvests our nation has ever produced.
