LOCAL EMPLOYMENT AND DEPLOYMENT SYSTEM (LEADS)
Everybody seems to mention it, to a point that almost everyone seems to believe that it is true. I am talking about the so-called “mismatch” in local employment, which is supposedly the reason why the unemployment rate is rather high in many places. Is this so-called “mismatch” true? Or is it just an urban legend?
Could it be that there are really not enough job openings to apply for, so much so that there are many people who end up being unemployed? I do not know the answer to that myself, but I think that it is possible that there could be enough jobs there for everybody, except that there is no good venue or platform for the prospective employees to meet their prospective employers.
That is the reason why I decided to partner with Mr. Ferdz Ibraheem Sabado of Yaramay Software to build such a good venue or platform where prospective employees could meet their prospective employers. For all intents and purposes, we could call it a “matching” website, somehow akin to a dating site. Also somehow, it is like an antidote to the so-called “mismatch” problem.
The database design is really very simple, nothing complicated. The platform is primarily intended for the use of mayors so that they could help their own constituents in applying for jobs, but there will be no cost to the local government. There will be no cost to the local residents either, if they want to upload their resumes into the system.
As designed, the prospective employers who are looking for new employees will be the ones to upload their hiring requirements into the system, citing the job qualifications and certifications that they are looking for. Using an algorithm that is built into the system, the prospective employees and the prospective employers will be “matched”.
As of now, this “matching” role is already being undertaken by the Public Employment Service Office (PESO) of each Local Government Unit (LGU), but there is no automated system yet, as far as I know. We have designed this system so that it could be a tool that could be used by the PESO staff for free, in such a way that it will complement their work, and not compete with them.
In the past, I have tried to offer some software products to some LGUs, but I have run into some difficulties because of the complex procurement rules of the government. That is the reason why I have shifted my approach to subscription based products only, so that only the small value procurement rules will be applicable.
Simply put, LEADS is a cloud based, browser based subscription service. It will be paid for not by the government, but by the private employers who will be the primary beneficiaries of the system. For as long as the prospective employees will upload their resumes into the system, they have the chance of being called for interviews in case a “match” is found by the system.
Although this system is going to be automated. The more difficult part of this project is the data gathering. That is how important the role of the PESO officers will be, because they are the ones who will make sure that the entries required in the posting of the resumes will be complete, so that there will be better chances of getting a good “match”.
On the part of the mayors, they will be assured that for as long as their PESO officers will keep uploading resumes into the system, and for as long as the employers will also keep on uploading their requests, there will always be a match, and there will always be a chance that the local employment rate will go up. Of course, this is a business for me and my partner, but we also know that just like the mayors, we are helping people so that they could be employed.
